5 February 2001 The Honorable Richard Cheney Dear Vice President Cheney: I am writing on behalf of the Institute of Electrical and Electronics Engineers - United States of America (IEEE-USA) to recommend Dr. Brendan B. Godfrey as a candidate qualified for appointment to a high-level defense-related research post in the Bush Administration. We believe Dr. Godfrey would provide strong service as Director of Defense Research and Engineering, Director of the Defense Advanced Research Projects Agency, Director of the Defense Threat Reduction Agency, or as Associate Director for National Security of the Office of Science and Technology Policy. Dr. Godfrey has nearly 30 years of technical and managerial experience in government and industry, as well as ten years of service on the Adjunct Faculty of the University of New Mexico. He has served as Director of the Air Forces Armstrong Laboratory and as Director of Programs and Plans for the Air Force Research Laboratory, managing multi-million dollar budgets and large staffs. In addition to his own research in the areas of theoretical plasma physics, particle beams and microwave generation and relativity, Dr. Godfrey has managed research programs spanning a wide array of disciplines including physics, electrical engineering, applied mathematics, computer science, biology, psychology, and medicine. He is a Fellow of the Institute of Electrical and Electronics Engineers, Inc. and of the American Physical Society. He earned his Ph.D. in physics from Princeton University in 1970. A copy of Dr. Godfreys current resume is enclosed. For these reasons, we recommend Dr. Godfrey to you and believe he would be an asset to the Bush Administration if appointed.
