Dear Ms. Schroeder:

I am writing on behalf of the Institute of Electrical and Electronics Engineers -- United States of America (IEEE-USA) to disassociate ourselves from the Association of American Publishers (AAP) July 19th statement concerning the arrest of Dmitry Sklyarov under the Digital Millennium Copyright Act.

Although we believe strongly in the importance of protecting intellectual property, IEEE-USA is concerned that the Digital Millennium Copyright Act may go too far by infringing on the ability of engineers and computer scientists to discuss digital technology copyright problems in a public forum or publish the results of their technical research. Although IEEE-USA has no current position regarding the situation of Sklyarov or the Digital Millennium Copyright Act, IEEE-USA's Intellectual Property Committee will be taking a closer look this fall, for purposes of recommending an IEEE-USA position.
